SmartHandler default access:

SmartHandler, by default, is available to JIRA admins. After installation, a Jira user group called "smart-handler-admin-group" is created.


How to gain access to SmartHandler?

Users added to "smart-handler-admin-group", should be able to access this plugin and able to configure handlers.
